BACKGROUND
Professor Baumer has been a member of the Smith Faculty since 1977. His early work focused on employment and training policy, which culminated in the publication of the book "The Politics of Unemployment," co-authored with Carl E. Van Horn. This was followed by a book on the subject of public policy entitled "Politics and Public Policy," co-authored with Carl E. Van Horn and William T. Gormley, Jr. Other research and publication projects have covered Senate leadership and the public images of political parties. Professor Baumer directs Smith's Washington Internship Program and Public Policy Program.
